HB is proud to announce that Rhode Island insurance regulator Joseph Torti III will speak at HB’s conference on solvent schemes of arrangement scheduled for January 24, 2012 in New York City.

Torti was appointed as Rhode Island’s Associate Director and Superintendent of Insurance on Dec. 16, 2002, and then as the state’s Deputy Director and Superintendent of Insurance and Banking in 2008.

Torti has been with the Insurance Division for more than 20 years, beginning his career as a senior examiner.  He previously served as chief insurance examiner, managing the largest section of the Insurance Division.  Prior to joining the Insurance Division, he was a bank examiner and also worked as an auditor for the Department of Transportation.   A certified public accountant and certified financial examiner, Torti is a member of the American Institute of Certified Public Accountants, the Institute of Internal Auditors and a former member and officer of the Society of Governmental Accountants and Auditors.  He currently serves as Chair of the Financial Condition (E) Committee.  He is also a member of the NAIC Audit Committee and other committees and working groups.

Torti will speak on Rhode Island’s breakthrough solvent scheme and its effect in the U.S. receivership market.  This experienced regulator will be joined on the panel by program chairman James Veach of Mound Cotton Wollan & Greengrass of New York, plus Howard Seife of Chadbourne & Parke of New York, and Andrew Rothseld with RunOff Re.Solve of Philadelphia.
